Die Dokumentationen, die in den Jahren 1990-1992 von den verschiedenen, am Konflikt beteiligten Gruppen der indischen Regierung vorgelegt wurden, stellten (insbesondere in der politisch aufgeheizten Situation des Spätjahres 1992) jeweils ein Politikum höchsten Ranges dar. Es ist daher sinnvoll, eine Auswahl aus diesen Dokumentationen auch hier vorzulegen. (.)"

Die frühstaatliche Entwicklung Nordindiens, die Romila Thapar treffend als "from lineage to state", beschrieb, nahm ihren Ursprung in der Ganges-Ebene. Sie durchlief mehrere Phasen von den vedischen Häuptlingstümern (janapada-chiefdoms) zu den frühen Königtümern (mahajanapadas) und deren beginnender Urbanisierung und den erbitterten Kämpfen um Vorherrschaft, aus denen das Königreich von Magadha im heutigen Bundesstaat Bihar siegreich hervorging. Im frühen 5. Jh. v. Chr. stieg Magadha unter der Nanda-Dynastie zum Kerngebiet des ersten indischen regionalen Großreiches auf, das alle mahajanapada-Königreiche Nordindiens und Teile des nördlichen Dekkans und das nordöstliche Küstenland von Kalinga im heutigen Bundesstaat Orissa durch eine aggressive Expansionspolitik unterwarf.

The year 1980 witnessed the publication of the two seminal books by Burton Stein on the Segmentary State in medieval South India and by Clifford Geertz on the Theatre State in nineteenth-century Bali. Whereas in previous decades the debates on rituals and the state in India and "Indianized" Southeast Asia had been dominated by the endeavour to define royal cults and "ancient Indian kingship from the religious point of view", as known from the title of J. Gonda's famous monograph, the concepts of the segmentary and theatre states contain (at least partly) radically new definitions of the nature and function of royal rituals. Stein invented and defined "ritual sovereignty", a kind of state ideology of the Great Kings (maharaja)of South India, as fundamentally different from "actual political control" exercised by numerous Little Kings, and Geertz reduced the pre-colonial kingdoms of Bali to an arena for the performance of royally sponsored mass rituals. In view of the sometimes heated debates on these concepts, the present panel "Rituals and the State in India" and its contributions attempt a re-evaluation of the nature of kingly rituals on the "imperial" as well as local level and their relationship with state formation and the state in India. My introductory historiographic reflections about ritual sovereignty and ritual policy are primarily a critical evaluation of the definition of state rituals in Geertz's theatre state and in particular of Stein's concept of ritual sovereignty and its important modifications. The issue at stake is the question whether royal rituals are mere cultural-ideological performances or also a means of an intended ritual policy to legitimise and enhance political control and power.

Mit der Beantwortung der Frage "Gibt es eine Geschichte Asiens?" hat sich die europäische Historie seit eh und je schwer getan. Für Herodot wäre die Frage relativ leicht zu beantworten gewesen, denn er konnte nach damaligem Wissen noch zu Recht berichten, daß Asien nur bis Indien bewohnt, weiter im Osten das Land dagegen unbesiedelt sei und niemand genau wisse, wie es dort ist (IV, 40). Doch auch die intensive Begegnung Europas mit Asien seit dem 16. Jh. und die neuen Erkenntnisse, "wie es dort ist", haben nur schrittweise zu einem langsamen Abbau des eurozentrischen Weltbildes der europäisch-mittelmeerischen Ökumene des klassischen Altertums und seiner mittelalterlich verengten Formen beigetragen. So kam auch Hegel in seinen Vorlesungen über die Philosophie der Geschichte noch zu dem (damals wohl auch weitgehend pars pro toto für Asien geltenden) Schluß: "Weil die Inder keine Geschichte, als Historie, haben, um deswillen haben sie keine Geschichte als Taten (res gestae), d.i. keine Herausbildung zu einem wahrhaft politischen Zustande." Und noch deutlicher hieß es etwa dreißig Jahre später bei Marx in einem seiner Berichte für die New York Daily Tribune: "Die indische Gesellschaft hat überhaupt keine Geschichte, zum mindesten keine bekannte Geschichte. Was wir als ihre Geschichte bezeichnen, ist nichts anderes als die Geschichte der aufeinanderfolgenden Eindringlinge, die ihre Reiche auf der passiven Grundlage dieser widerstandslosen, sich nicht verändernden Gesellschaft errichteten."

At present there exist at least three different structural models for the early medieval Indian kingdoms of the post-Gupta and pre-Delhi Sultanate period (c. 550-1200 A.D.): (i) The "conventional model" of a rather unitary, centrally organized kingdom with a strong central bureaucracy; (ii) the Marxist-influenced "Indian feudalism model" of decentralized feudal states (which, however, presupposes the existence of an earlier rather strong central state which had been weakened through feudalization of the society); and (iii) the model of a "segmentary state" which allots the Hindu kingdom a position on a continuum of governance formation between the tribal "stateless" form of government and the unitary state.

In February 1877 Divyasimha Deva, Maharaja of Puri and hereditary Superintendent of the great Jagannatha temple in Puri, was convicted of murder of a sadhu and sentenced to transportation for life to the Andaman Islands. Only a few years later in 1882, however, various groups of Puri priests and Oriya Brahmins petitioned the British Government in support of the Puri royal family and against a proposal to take over the administration of the Jagannatha temple: The Maharaja of Pooree is the most respectable person among the Hindoos of India. Though there are many wealthier Rajas in Hindoostan none of them is held by the Hindoos with equal veneration.
